Dr David Naylor is Visiting Fellow at the ANU Centre for European Studies.

Dr David Naylor is a comparative lawyer and expert in legal regulation, law reform and policy in the Pacific region. With 20 years of experience spanning academia, policy advisory, and project management, Dr Naylor has dedicated his career to strengthening governance frameworks and institutional capacity across Pacific Island states. His research explores how legal systems operate in pluralist contexts, providing evidence-based insights into effective lawyer regulation and compliance.

Dr Naylor holds a PhD in Regulation and Global Governance from the Australian National University. His doctoral work, which examined lawyer regulation in Fiji, Kiribati, and Vanuatu, has underpinned reform initiatives and informed high-level policy discussions across the region.

Since 2015, Dr Naylor has also served as a lecturer at the University of the South Pacific, where he teaches courses in comparative criminal law, law reform, and policy. His practical teaching approach and deep understanding of Pacific legal systems have made him a valued resource for those seeking informed perspectives on legal regulation and governance in the Pacific.

A member of the Australian National Committee of the International Association of Legal Science (UNESCO), Dr Naylor’s expertise offers a rigorous academic foundation for understanding the complexities of Pacific legal frameworks.
